The River Uses & Management Attribute takes a deeper look at how the river is used by groups such as recreational boaters, birders, anglers, water and irrigation districts, river managers, and agricultural producers. It also aims to evaluate river management tools, including non-consumptive water use rights and diversion infrastructure.

The recreation category seeks to measure river-related recreation in which either the river is used or the river is directly correlated with the quality of experience. For example, although birding can be experienced on or off of the river, the river has a direct correlation to the quality of the birding experience. The river corridor provides both habitat and food for birds, and therefore influences the size, diversity, and health of bird populations.
